No exceptional circumstances whatsoever, whether a state of war or a threat or war, internal political instability or any other public emergency, may be invoked as a justification of torture.

Each State Party shall take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.




Partners

ACTV is the only Organisation that entirely commits its resources to adressing torutre and works in partnership with various organisations and Institutions in carrying out its activities. ACTV recognises that despite its efforts to address and provide redress for all its clients, there are other operational and structural challenges that hinder these efforts and thus our partners fill in our gaps.


ACTV together with other Human Rights Organisations leads a loose coalition called" Coalition Against Torture."  The Coalition together with the Uganda Human Rights Commission(UHRC) have drafted the first ever Bill on torture and it has had its first reading in parliament.
