No exceptional circumstances whatsoever, whether a state of war or a threat or war, internal political instability or any other public emergency, may be invoked as a justification of torture.

Each State Party shall take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.




ANTI-TORTURE BILL PUBLIC HEARINGS STATUS

In August and September 2011 the Coalition against Torture facilitated study visits for the Legal and Parliamentary Affairs Committee of the Parliament of Uganda as part of efforts to fast track the enactment of the Prohibition and Prevention of Torture Bill 2010.


The Prohibition and Prevention of Torture Bill 2010 is among the many bills saved from the 8th Parlaiment by the 9th Parliament.


Having had its first reading in October 2010, the bill should be having it's second reading within Feb 2012. Necessary measures to have the bill read were undertaken and the Legal and Parliamentary Affairs Committee shall be setting a date for its public hearings soon.


The dates shall soon be available for the public to have a say on this bill.
