No exceptional circumstances whatsoever, whether a state of war or a threat or war, internal political instability or any other public emergency, may be invoked as a justification of torture.

Each State Party shall take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.




Organisational Profile

Background


ACTV is registered as a non political and non governmental organisation. The organisation is dedciated to the promotion and protection of human rights with emphasis on the health and rehabilitation of victims of torture by secuirty agencies and armed groups.


ACTV draws its mandate from the United Nations Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (UN CAT) that defines torture under Article 1. Provision of quality holistic treatment and rehabilitation services to the victims of torture is one of ACTV’s core activities.


ACTV extends its mandate to include people tortured by State and non-state actors, for example, by rebels and paramilitary forces. ACTV treatment approach is multidisciplinary in that clients are assessed and treated by different professionals on the team. This is because the consequences of torture suffered by a client are usually multiple.  All clients who visit the centres are supported by different professionals to include: Medical Doctors, Trauma Counsellor, Social Workers, Physiotherapist, Nurses, Legal Officers, Clinical Psychologist and a Clinical Officer.

Our Mission statement


ACTV provides holistic care to Ugandans and other nationals from the neighbouring countries of Somalia, Ethiopia, Eritrea, Burundi, Kenya and Democratic Republic of Congo. Notably, majority of the refugees and asylum seekers are from the Democratic Republic of Congo, with the rest coming from other countries


ACTV in partnership with several civil society organisations in Uganda is involved in civil society efforts at joint actions against torture implementing activities to prevent and prohibit torture, as well as rehabilitation of victims of torture.
