No exceptional circumstances whatsoever, whether a state of war or a threat or war, internal political instability or any other public emergency, may be invoked as a justification of torture.

Each State Party shall take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.




Organisational Profile

ACTV is a unique African organisation that was created in June 1993 in Kampala, Uganda by African professionals drawn from different walks of life under the guidance of the International Rehabilitation Council for Torture Victims (IRCT).ACTV is registered as a non-political non-governmental organisation. The organisation is dedicated to the promotion and protection of human rights with emphasis on the treatment and rehabilitation of victims of torture by security agencies and armed groups.


ACTV is accredited by the Ministry of Health to operate a medical referral centre that provides physical and psychological care that supports the process of rehabilitation of victims of torture by security agencies or by rebels in Uganda and neighbouring countries. ACTV is also accredited to IRCT.


ACTV’s main activities include legal redress, inspection of detenton places, medical treatment, physiotherapy, nursing care, socail and trauma counselling awareness education, advocay against torture, networking with relevant NGO’s, CBO’s, Government instutions, International Organisations and referrals for specialised treatment and legal redress.
